Card 9 - moving to portland?

Today's scratcher is a Oregon quarter.  If this is the big winner, I'm moving to Portland.  Here goes!
 Only a little over half way and I'm only one letter away from a prize!  Maybe I should start looking for a new apartment...
Oh man.  Still 4 letters to go and I've already got 3 words! 

I guess I'll be staying in Seattle.  For now.  I wonder how a quarter from Hawaii would do?
